tPer USGA guidelines for a Handicap Committee, the Committee should create a document outlining policies and procedures for establishing and maintaining handicap indexes that is shared across the membership.
See the USGA Sample Letter for Policies and Procedures to assist in forming one for your club.
Once you have drafted your Policies and Procedures document, Cap Patrol allows you to store and send your Policies and Procedures to all the members of your club though the Cap Patrol Portal.
To do so:
- Select Handicap Committee in the left-side menu
- Select DOCUMENTED POLICIES AND PROCEDURES tab
- Click the UPLOAD DOCUMENT button on the top right of the screen

Next, select the CHOOSE FILE button in the pop up window and select the file from your computer you wish to upload.
RECCOMENDED: Have your Policies and Procedures document in PDF format for ease of reading when it is received by your members in attachment form

Once you have selected your file with the Policies and Procedures, the name of the file will appear in the “Selected File:” line.
If the file is correct select the UPLOAD button to upload the file into Cap Patrol

The file you have uploaded will now appear available in your Documented Policies and Procedures tab.

This file will be delivered as an attachment when sending out your Policies and Procedures email to all members at the club.
You can preview the email Cap Patrol sends on your clubs behalf by selecting the PREVIEW EMAIL button at the top right of the screen

When you are ready to send your Policies and Procedures email to all the members at your club click the SEND EMAIL button in the top right of the screen
NOTE: The emails sent will include all the files uploaded to the Documented Policies and Procedures tab. If you wish to add more files please repeat the steps above.
If you wish to delete old uploaded files click the red X in the “Actions” column next to the corresponding file.

Lastly, click the YES, SEND EMAIL button in the pop up window to complete sending the documented policies and procedures to your membership
